E31 Annex 6 - Sculthorpe Airbase

Following the publication of the Deposit Draft version of the Local Plan, the Ministry of Defence decided to retain the airfield for training purposes but sold off the married quarters housing, the barracks area and the technical buildings.

The former married quarters housing and the Blenheim Park estate lie within the Selected Small Village of Sculthorpe Airbase shown on Proposals Map Inset 63 (see Policy 4: Selected Small Villages). Development proposals for sites within the designated Residential Area will be considered against Policy 6: Residential Areas. Development proposals for sites within the designated Open Land Areas will be considered against Policy 8: Open Land Areas. The primary access to the Selected Small Village of Sculthorpe Airbase will be from the B1454.

The former barrack blocks and surrounding area, identified as Area A on the plan below, represent an opportunity for further limited community development. The area remains part of the Countryside policy area. The Council is anxious to see the removal of the existing barrack blocks and other buildings with little aesthetic value or use to the community. In considering proposals for development involving new building, the Council will need to be satisfied that this is the minimum requirement to secure the removal of the former barrack blocks and other unsightly buildings. The Council may impose a condition requiring that a contract is let for the demolition of these buildings prior to development commencing on any new building.

In order to encourage the beneficial reuse of Area A in a manner that will not undermine the role of Fakenham as a Growth Town, the Council will consider proposals for the reuse of buildings and land and, where appropriate, new buildings, for all the purposes listed in Policy 5: The Countryside except for criterion (i). (Criterion (i) relates to new-build employment generating proposals where there are particular environmental or operational reasons for the development not being located in existing or proposed General or Village Employment Areas and which cannot be suitably accommodated within existing buildings.)

The buildings within the former technical quarter (Area B on the plan below) are suitable for a range of employment uses as defined by Classes Bl (Business), B2 (General Industrial) and B8 (Storage and Distribution) of the Town and Country Planning (Uses Classes) Order 1987, as amended. Proposals for the employment development of existing buildings will be considered in relation to Policy 29: The Reuse and Adaptation of Buildings in the Countryside.
Individual proposals will need to identify the area of curtilage required for the development; and appropriate boundary treatment will be considered as part of an application to ensure the proposal is defined in its setting within the Countryside policy area. The remainder of the technical site shall revert to appropriate open land uses which could be agriculture or forestry. The access to the site shall be from the B1454 to a standard to be agreed by the Local Planning Authority.

Notwithstanding the provisions of Policy 4: Selected Small Villages, the Council will not permit any increase in residential density within the Selected Small Village of Sculthorpe Airbase without first securing the following improvements:

(a) the provision of a primary access to the Selected Small Village of Sculthorpe Airbase directly off the B1454 Docking Road; and

(b) the regeneration or reuse of suitable buildings within the former barrack block area (Area A on the accompanying plan) which would support the community and social needs of the resident population, and the removal of all other unsuitable buildings in that area
