Making a Planning Application
- Do you need Planning Permission?
-
This section provides information (or links to information) about whether you need to obtain planning permission to carry out a development. Information, forms and fees for the Council pre-application advice service. There are links to Government Guides and Planning Portal pages.
- - How we deal with Planning Applications and Amendments
-
This section outlines the process by which decisions on planning applications are made, including the process where there are amendments to an application. The Council does not notify neighbours of an application but it does erect a notice on the site and consults with Parish and Town Councils.
North Norfolk District Council emphasizes the need for developers to go through a pre-consultation process before they submit their application to the Council.
- - Design and Access Statements
-
Some planning applications require that a design and access statement be prepared.
- - Pre-application Consultations for 'Majors'
-
This page has information for developers of 'major' projects, and a link to information about any current pre-application proposals, for which we have received details. Comments on current 'major' pre-applications can be made to the developer - usually there is a time scale for this.
- - Forms, Fees and Guidance Notes
-
Application Fees, which are set by the Government, are set out in a downloadable document at the start of the page.
In the table there are links to the Government 1APP application forms which you can download and print, and downloadable guidance notes as to which of the Local and National Planning Application Requirements must be satisfied before an application is validated by the Council.
- - Planning Application Requirements
-
This outlines what the Local (North Norfolk District Council) Requirements are for submitting with a planning application. The application will not be validated unless the relevant Local and National Requirements have been satisfied. Checklists are also available and there are links to Development Management Policies.
- - Make or return to a Planning Application Online (on the Planning Portal).
-
You can make an electronic application through the Planning Portal, and attach electronic versions of your site location map, drawings and other material.
- - Permitted Development Rights

Targets
The Government sets targets through Guidance and Best Value Indicators. Currently these targets are:
- Major Applications - 60% in 13 weeks
- Minor Applications - 65% in 8 weeks
- Other Applications - 80% in 8 weeks.
Enforcement Enquiries: 01263 516247 / 516228
Decisions taken under delegated powers were 93% in 2011/12. This is the level expected.
In 32% of cases, Major Applications were determined within 13 weeks during 2011/12. AS the number of major applications is low a target had not been set for this indicator.
In 39% of cases, Minor Applications were determined within 8 weeks during 2011/12. The result falls below the Council's original objective of 72%.
In 54% of cases, Minor Applications were determined within 8 weeks during 2011/12. The result falls below the Council's original objective of 80%
