Manor Caravan Site Project
Manor Caravan Park Project
Aims
Work with the owner of Manor Caravan Park, Happisburgh at assessing the options and constraints to relocating or adapting the existing business to the changing coastline. Should an appropriate option be available, the project will aid in the initial relocation.
Background
Manor Caravan Park is close to the cliff edge and lies almost entirely within the area identified in the Shoreline Management Plan as at risk before the year 2025. It is reducing in size and this will in time affect the viability of the business.
It is considered that the Caravan Park plays a significant role in the vitality of the village, bringing money into the local economy. The site is valued by the local community and caravan owners and touring visitors use local facilities including the local public house and shops.
This was emphatically reinforced by the feedback gathered at the public open day held in Happisburgh on 24 April 2010 (see below)
“Do you agree that it is important to try to retain the caravan park in the village of Happisburgh (on an alternative site)?”
|
The loss of the Caravan Park will therefore have impacts beyond just those involved in the business and its guests e.g. by reducing the viability of other local businesses, therefore putting them at an increased risk.
This project aims to work in conjunction with the Pathfinder Business Support Project (cross ref) to identify options to enable the business to plan for its future and overcome obstacles to secure its long-term survival in the village. This will entail identifying a suitable alternative site beyond the erosion risk area.
How and when is the project being delivered?
This project is being managed by the Coastal Management Team and the project Officer is Rob Young (Coastal Planner) supported by Rob Goodliffe (Pathfinder Programme Manager). The owner of the Manor Caravan Park is playing a lead role in the development of the project and will ultimately be responsible for implementing the final solution.
For more information please view the Project Initiation Document.
An initial projection of the project’s development is as follows:
| Activity | Progress |
|---|---|
| Develop project approach |
|
| Investigate availability, suitability and feasibility of alternative sites |
|
| Investigate local opinion as to potential locations and issues this may create |
|
| Manor Caravan Park utilises the Business Advice Project to update/develop a Business Plan |
|
| Identify and evaluate all the available options for the short, medium and long term |
|
| Holiday park to develop and bring forward a rollback scheme. |
|
| Identify how NNDC and the Pathfinder can assist further in the implementing the preferred option |
|
| Business owner to pursue the design and planning of the preferred scheme, together with the land acquisition, with appropriate assistance from the pathfinder |
|
| Implementation of preferred scheme over an agreed timeframe |
|
| Report to Defra |
|
How much money has been allocated to the project?
The pathfinder projects have been allocated indicative budgets to enable them to be planned, managed and implemented. These allocations may be amended as projects progress. The Manor Caravan Park project has been allocated a fund which to support the adaptation and relocation of the business. The fund is currently under review due to limitations of aid allowable under EU rules.
How is the community involved?
Manor Caravan Park Owner
The owner of Manor Caravan Park is directly involved in the investigation issues and options. Owners of potential alternative sites will be involved as appropriate.
Happisburgh Liason Group
The Parish Council have played an important role in setting up the Happisburgh Liaison Group. This group will help to keep local people informed, ensure the project is sensitive to local circumstances and identify any issues which may arise.
The group has agreed its terms of reference and the agendas and minutes from the meetings are available for you to view.
If you are part of the Happisburgh community and you have a query, issue or idea, you can either contact the liaison group or NNDC directly.
Events
24 April 2010
Happisburgh Pathfinder Open Day - The aim of the day was to increase awareness of the projects amongst the wider community and to enable their views to inform the means by which they are implemented. The day also introduced the Happisburgh Liaison Group and their role within the projects. The day was a success with over 150 people attending. The displays of the day are available to view alongside the comments and feedback report.
How can I keep informed of this project?
NNDC will keep the Parish Council up to date on progress with this project through the Happisburgh Liaison Group. We will also keep everyone informed by this website either on the project page or at the ‘Latest News’ section. We will also release press articles and items in the Parish newsletter and local press at key stages in the project.
