**CONSULTATION CLOSED**

Following the public consultation on the Site Specific Proposals Draft Plan in Summer 2009 the comments received were considered by the Council and some changes are being proposed. These changes will be sent to the Inspector appointed to examine the Plan and it is for him/her to determine which, if any changes are accepted. The majority of these are 'Minor Modifications' which do not need further consultation (see below). However, some of the changes are more significant and these alterations are referred to as 'Key Changes' (also known as 'Focused Changes' under the planning regulations).

Key Changes have been proposed in the following situations:

  • Where the Council will request that an additional site be considered;
  • Where the Council will request that an alternative site should be considered;
  • Where the Council is suggesting that a site should be reduced or increased in size and consequently would accommodate a different number of dwellings to that originally consulted upon; or
  • Where requested changes to the policy requirements may result in a different form of development not previously envisaged (e.g. different access proposals).

Key Changes are being sought in the following locations:

  • Aldborough, Briston, Little Snoring, Sheringham, Stalham, Weybourne.

The Schedule of Key Changes has been published for a 6-week period of public consultation from 5 January to 16 February 2010. The council is only seeking comments on the changes outlined in the Schedule of Key Changes consultation document. This is not an opportunity to comment on the original Site Specific Proposals Draft Plan. Comments received that do not relate to the Schedule of Key Changes consultation will not be accepted.

Submitting Comments
Following this consultation, an Inspector will be appointed to examine the Site Specific Proposals Draft Plan & Schedule of Key Changes documents. The Inspector is concerned with whether the proposed changes are legally acceptable and is 'sound' - this means asking "is the document fit for its purpose?" A range of tests have been compiled by the Planning Inspectorate to be used when submitting comments on the Schedule of Key Changes, these are called the 'Tests of Soundness'. Your comments should directly relate to one or more of the tests of soundness. Details of the tests and how to submit your comments have been published in the Guidance Notes available below.

If you are unable to submit comments using the online form please download and complete the Comments Form (Word Version). This version can be submitted to us by email. All comments submitted will be publically displayed using the Consultation Portal.


Exhibition
A 'drop-in' exhibition has been arranged in Stalham to provide further information for local people to meet and discuss the proposals to relocate the proposed employment allocation in the town. This is a good opportunity to come along and gather further information before submitting your comments.

  • Only comments received between midday on Tuesday 5 January and 5pm on Tuesday 16 February can be accepted for consideration.
  • Only comments accompanied by your name and contact address will be accepted.
  • Comments that contain offensive material will be rejected.
  • Should your comments form be incomplete or inapproriately filled out we will endeavor to make suitable ammendments and/or contact you.
  • The preparation of documents for the Local Development Framework is a public process and your comments cannot be treated as confidential. By submitting a comment you are agreed that your details (including name and address) will be held on the Planning Policy database and that your name along with your comments will be made available for public viewing.
