What are we consulting on?
This document identifies land in the district for future development which will take place over the next 15 years. The Site Specific Proposals Development Plan forms part of the Local Development Framework for North Norfolk and together with our adopted Core Strategy is replacing the North Norfolk Local Plan. The plan makes proposals for housing, employment, open space, town centre developments, community facilities and services and new car parks in the district. The document identifies each site, gives details of the suggested development, and states what actions will need to be taken before any development takes place. It also includes changes to the Proposals Map which will be necessary if the plan is accepted for use.

Background
North Norfolk District Council has already involved local groups, Parish and Town Councils, developers, land owners, relevant organisations and members of the public in assessing many sites suggested for development. In-depth suitability and sustainability studies have been carried out into each site investigating issues such as access to local services and the possible impacts of the new development. It is from the results of these investigations that the Council has identified the proposed development sites. We are now seeking your views on these proposals before submitting the Plan to the Secretary of State for independent examination.

In September 2006 we asked you for your comments on the Site Specific Proposals 'Preferred Options' document. Over 2,000 responses were received to this consultation and consideration of these informed the development of this consultation document. Comments made at earlier stages cannot be simply carried forward. If you do not feel that your concerns or issues are reflected in this Draft Plan document then you must submit your comments again for the Inspector's consideration.

Supporting Documents
The Regulations require that various supporting documents are produced alongside the Site Specific Proposals Draft Plan. These explain the consultation that was undertaken, provide further justification for development sites and assess the economic, social and environmental impacts of the plan. These are not open to consultation in themselves but can be used to support representations made on the Site Specific Proposals Draft Plan.

Getting your copy of the Consultation Documents
The consultation documents are available from Monday 15 June 2009;

  • to view, download and submit comments on-line via this webpage
  • to view at the Cromer and Fakenham Council offices (during office hours);
  • or to view and collect settlement leaflets from one of the drop-in exhibitions events (see below)
  • documents are also available to view at Local Libraries in Aylsham, Cromer, Dereham, Fakenham, Holt, Mundesley, North Walsham, Norwich (Forum), Reepham, Sheringham, Stalham, Wells & Wroxham, and via the Mobile Library Service operating from Dereham, North Walsham and Wells.

Exhibitions
A series of 'drop-in' exhibitions have been organised to provide an easy way for local people to meet and discuss the proposals with planning officers. This is a good opportunity to come along and gather further information before submitting your comments. You can drop in for a cup of tea and a chat any time between 3-7pm on the dates below:

  • Sheringham Oddfellows Hall - Friday 19 June
  • Fakenham Community Centre - Tuesday 23 June
  • Stalham Town Hall - Friday 26 June
  • Cromer Parish Hall - Wednesday 1 July
  • Wells-next-the-Sea The Maltings - Thursday 2 July
  • Hoveton Broadland Community Centre - Friday 3 July
  • Holt Community Centre - Tuesday 7 July

Should you not be able to attend your local exhibition, you will be able to discuss your local recommended development sites at any of the other exhibitions.


Submitting Comments
Following this consultation, an Inspector will be appointed to examine the Site Specific Proposals document. The Inspector is concerned with whether the document is legally acceptable and is 'sound' - this means asking "is the document fit for its purpose?" A range of tests have been compiled by the Planning Inspectorate to be used when submitting comments on the Site Specific Proposals Draft Plan, these are called the 'Tests of Soundness'. Your comments should directly relate to one or more of the tests of soundness. Details of the tests and how to submit your comments have been published in the Guidance Notes below.

  • Only comments received between midday on Monday 15 June and 5pm on Friday 31 July can be accepted for consideration.
  • Only comments accompanied by your name and contact address will be accepted.
  • Comments that contain offensive material will be rejected.
  • Should your comments form be incomplete or inapproriately filled out we will endeavor to make suitable ammendments and/or contact you.
  • The preparation of documents for the Local Development Framework is a public process and your comments cannot be treated as confidential. By submitting a comment you are agreed that your details (including name and address) will be held on the Planning Policy database and that your name along with your comments will be made available for public viewing.
