Site Specific ProposalsThis is the first stage in the preparation of new development plan documents and is primarily aimed at gathering evidence. The purpose is to identify the key issues and priorities by consulting local communities and specialist organisations.
Key components of this stage are outlined below.
Area Based Workshops
These were carried out in two phases:
Phase 1: The first round of consultation, aimed at gathering issues for the Core Strategy, took place through a series of workshops in June/July 2005. There were 7 workshops held with over 500 community representatives (stakeholders) being invited to attend. Over 800 issues were raised and recorded. Participants were encouraged to identify specific areas or sites that may be suitable candidates for development.
Phase 2: Following the decision by the Council to withdraw the Coastal Area Action Plan from the LDF process, it was appropriate to hold an additional set of workshops to gather the issues affecting the Coastal Service Villages. These workshops were held in September and October of 2007 for Weybourne, Overstrand, Mundesley, Bacton and Happisburgh. The workshops followed a similar format to Phase 1 but also sought to identify the issues relating to the changing coastline.

Opera Consultation on Housing Scenarios
A consultation on housing scenarios took place with stakeholders between 4th November and 20th December 2005 through a Consultation Document (Adobe PDF 1.2MB) and Response Sheet (Adobe PDF 85KB) which was sent to community representatives. The results of this consultation have been published and are available for download.
Site Specific Focus Group Meetings (Jan 2006 to March 2006)
A series of 7 focus groups were held with representatives from Cromer, North Walsham, Fakenham, Stalham, Holt, Wells, Sheringham and Hoveton. Those attending included representatives from Town Councils, elected Members of District and County Council, Highway Authority, Area Partnerships, Health Authority and representatives from other key organisations. The purpose of these meetings was to obtain feedback and ideas from those who had an in-depth knowledge and/or interest in the development of their settlement. Plans and maps were used to identify specific areas for allocations or development or indeed areas which needed to be preserved or enhanced.
Parish and Town Council Meetings
During the spring and summer of 2006, Senior Planners attended Town and Parish Council meetings to discuss the range of options available.
Meetings with Prospective Developers and Local Landowners
Invitations were issued to approximately 100 developers and key employers in the district to meet with the Planning Policy planners to discuss the evolving Core Strategy and Site Specific Proposals preferred options. This gave developers the opportunity to discuss any issues, concerns or perceived omissions from the proposed options and allowed planners to better evaluate the current development issues. Once potential sites had been identified meetings were held with landowners to discuss the viability and deliverability of sites.
