The Site Specific Proposals document identifies individual sites for specific uses to deliver objectives and policies in the Core Strategy. Sites have been identified for development based on a range of planning criteria.

Preferred Options Stage (Reg 26)

Phase 1 - Preferred Options Consultation 2006
The initial 'Preferred Options' Public Consultation on the Site Specific Proposals took place over six weeks, 25 September to 6 November 2006. This phase of consultation did not include allocations in Coastal service Villages of Bacton, Happisburgh, Overstrand, Mundesley or Weybourne as, originally, it was intended to prepare a separate development plan document (Area Action Plan) for this area of the coast. Subsequently, the Council decided to prepare a non-statutory Coastal Management Plan to consider the wider ranging issues of coastal management. The Council therefore carried out a similar consultation on preferred options in the five Coastal Service Villages in June/July 2008 in order to bring them to the same position as the other Service Villages.



Phase 2 - Preferred Options Consultation June / July 2008 (Coastal Service Villages)
The public 'Preferred Options' consultation on sites in the five Coastal Service Villages mentioned above ran for six weeks from midday Monday 9 June to midday Monday 21 July 2008. A series of small exhibitions were held in each of the five coastal service villages of Bacton, Happisburgh, Mundesley, Overstrand and Weybourne, with a similar static exhibition being held at the Council Offices in Cromer (during office hours) throughout the six weeks.


The consultation was publicised in the local press, the Council's Outlook magazine, this website and the summer edition (2008) of the LDF newsletter.

Phase 3 - Stakeholder Preferred Options Consultation 2008
Following advice from the Planning Inspectorate, which stated that Site Specific Proposals development plan documents would not be examined until the Core Strategy has been examined and adopted, work on the Site Specific Proposals document was delayed pending the reciept of the Core Strategy Binding Report (recieved June 2008).

Following this, further 'Preferred Options' consultation took place with stakeholders (Statutory Bodies, Town and Parish Councils, Local Area Partnerships, Landowners etc). This consultation was informed by comments made at the initial (phase 1) preferred option consultation and included the review and appraisal of new sites put forward. Results from this consultation were drawn together to create the 'Site Specific Proposals Draft Plan' which was published for Public Consultation 15 June to 31 July 2009.
