The Core Strategy looks at key issues such as what housing and other land uses should be planned for, the role of settlements, how we can protect the environment and reduce the impacts of climate change.

North Norfolk District Council received the Planning Inspector’s report  on the Core Strategy (incorporating Development Control policies) on 15th July 2008. The Inspector found the plan to be “sound” subject to minor changes which are outlined in the report.

The Council formally adopted the Core Strategy at the Full Council Committee meeting on 24th September 2008







The Public Hearings for the Examination process closed at 2.45pm on Friday 18th January

The Examination Procedure


A Public examination into the representations on the soundness of the North Norfolk Core Strategy (incorporating Development Control Policies) opened on 4th of December 2007 at the Council Offices at Cromer.


In accordance with Section 20 of the Planning and Compulsory Purchase Act 2004, the Secretary of State appointed Mr Philip Goodman of the Planning Inspectorate to conduct the examination to determine whether the Core Strategy (and Development Control) policies are sound. The Inspector examined the representations made at Reg 29 and, following completion of the hearings, prepared a binding report for submission to the District Council.







  • Preparing for the Examination: includes; background information, NNDC's Summary of Key Issues (Reg 31) and Schedule of Minor Modifications to the Core Strategy, RSS Certificate of Conformity.

  • The Pre Examination meetingwas held on the 9th October 2007.  This section includes the Pre-Examination Agenda plus the Draft Matters and Issues for examination.

  • The Examination Hearings: commenced on the 4th December 2007. In this section you can find the Inspectors Statement of Matters and Issues to be addressed in the Examination, a full Examination programme and the Agenda's for each day. You can also download lists showing who attended at each Examination session.

  • Statutory Notice Advertisements for the Examination Hearings appeared in the Eastern Daily Press on the 19th October and in the North Norfolk News and the Dereham and Fakenham Times on the 18th October.

  • Q & A: a question and answer sheet has been produced which answers some of the questions that have been raised so far about the PEM and Examination. 

  • Guidance Notes for Participants: these have been produced by the Inspector and are available here or from the Programme Officer.







Attending at an Examination Hearing


Below is the link to the latest list of those who wish to attend session(s) at the forthcoming Examination. It is the responsibility of the representor to check this list to ensure they have been listed against the sessions they are planning on attending. It is important that the Programme Officer knows when you will be attending so that she can ensure you are sent the appropriate agenda and other linked documentation.


Please note that all sessions are open to the public, who are welcome to observe. However, please let the Progarmme Officer know in advance if you plan to come so she can ensure sufficient seating is made available.

Weeks 3 and 4 - Friday 14th December


All written statements are available to view or download in the Examination Library 


If sent by post, four copies must be sent (no more than 3000 words) to the Programme Officer which should clearly idenitify on the top right hand corner the Representor's name, number, session title and number.


If sent by email then one copy but with the same details attached. Please note that email is preferred as it enables the documentation to sent out quickly.
