Planning Obligations

The Council will prepare a Planning Obligations SPD which will provide guidance and clarity to the Council's approach to negotiating planning obligations arising from development (set out in Policy CT2 of the Core Strategy)

Planning Obligations are legal agreements between a developer and the planning authority, made to ensure that new development does not put a strain on existing services and facilities like open space, recreation and leisure facilities, roads, schools, libraries or other community services. They are used when planning conditions cannot be applied e.g. for off-site contributions towards infrastructure and services.

The Local Development Scheme (adopted December 2008) proposes that the Planning Obligations SPD will be prepared during 2010, following examination of the Site Specific Proposals DPD.
