3. Minutes of last meeting
After having read the minutes of the last meeting, it was proposed by Sally Dodd and seconded by Peter Kaye that the minutes constituted a true record of events and were carried.
4. Matters arising
Grass Cutting
The Clerk stated that he had received a quotation of £463.31 plus VAT for the grass to be cut in 2008. The Clerk asked the council to consider just what we get for the money and exactly what areas are cut iaw with the contract. Last year the Clerk has asked repeatedly for this to be defined in writing, but nothing was ever received. The Clerk was asked to get a breakdown before the decision is made this year.
Action: Clerk.
5. Financial Report
The Parish Clerk being the RFO stated that Knapton Parish Council currently has £554.37 in the current account and £5,083.11 in the Deposit Account. However, a bill for the Grass cutting in 2007 had been received which amounted to £449.08 plus VAT which would leave the current account very low. The Clerk sought permission to transfer £1000 from the Deposit account. The Clerk remuneration for the past month was also submitted. It was proposed by Sally Dodd and seconded by Peter Kaye that these actions be implemented. This was carried.

7. Correspondence
This was on circulation.
8. Village matters
Standing Orders
These were reviewed, and amendments outlined. It was proposed by Norman Dodd and seconded by Peter Kaye that these be formally be accepted as the revised Standing Orders effective from this date. This was carried unanimously. Sally Dodd will send the Clerk the working copy the sub-committee had been working on which will be printed and distributed in due course.

Village Plan
The Village Plan (first draft) which had been previously distributed was reviewed item by item. This would better enable the steering group to carry on with the work required to produce the next stage. Progress would be reported via Bea Gatfield back to the Parish Council on an ongoing basis. A photographer had been identified and Tricia Doidge agreed to ask the person concerned if they would be able to carry out the work at a reasonable cost.

Reports
Griffon Safer Neighbourhood (Karen Herbert-Okey): gave the Parish Council an update on cars left in the Village Hall Car Park over the Christmas period. There was discussion on how best to implement a Car Parking Policy and review securing the car park.
Pygneys wood (Peter Kaye): Recently some very substantial benches had been purchased and erected. Some nest boxes to encourage Barn Owls into the wood had been put in place.
Footpaths: Norman Dodd gave a quick update on the state of the local footpaths.
The Clerk asked that consideration be given to discussing the viability of having a Community Speed Camera located in the village. This was added to the agenda for the February meeting
There being no further business to discuss the meeting was closed at 9.15 pm.
