KPC Minutes January 2007
Minutes of the ordinary meeting held on Tuesday 2 Jan 2007 in the Village Hall.

3. Minutes
The minutes of the last meeting held in December were reviewed. It was pointed out that the Clerk had omitted to put the name of the contractor supplying the quote for the new notice board at item 4(a). The Clerk stated he would add WFN into these minutes. Peter Kaye proposed that these minutes now constituted a true record and that they be accepted. This was seconded by Karen Herbert-Okey and was carried. The Chairman initialled and signed these minutes.
4. Matters Arising
(a) Village Plan update
The information from the questionnaire needed to be distributed to the village as a whole. The Clerk stated that he also had some information that needed to be distributed regarding Burglar Alarms. It was decided to send these for print to be distributed around the 12 Jan and collect feedback if any on or about the 20 January.

5. Finance Statement
The Parish Clerk outlined the current financial situation. With all known bills paid there is £811.50 in the current account, and £2,748.01 in the deposit account.
The Clerks remuneration was agreed.

8. Village Matters
Griffon Area Partnership
Volunteers were asked to attend a meeting in North Walsham which unfortunately was scheduled for 10am, making it difficult for working Council Members to attend. David Spencer and Peter Kaye stated they would attend.

Norwich City Council - Unitary Status
This was discussed at length by the council. It was felt that this would be detrimental to this area and Norfollk in general. Some on the council can remember the 1970's when the City Council had this status and it become obvious that it was not good for the surrounding area. It was proposed by Peter Kaye and seconded by David Spencer that we write to the Secretary of State to express our concerns. This was carried unanimously.

Village Website
There had been a complaint that the website appeared not to have an active email address for correspondence.

Peter Kaye asked that as many as possible attend the clear up day which was being held starting at 10am on the Saturday 6 January.
Homewatch
It is thought that Sally will call a meeting of all co-ordinators some time in February to re-establish the reporting structure. However this was carried over to next meeting when Sally Dodd should be available.

9. Reports
Police Action in School Close:
Karen Herbert-Okey explained that a local resident was very upset that they were obstructed in attempting to leave their property over the New Year period. After discussion the Clerk was tasked with writing to North Walsham Police for an explanation.

News from NNDC
Councillor Graham Jones outlined proposals for combining the East and West planning services resulting in a saving of around £30,000.
Currently NNDC was working towards a 2.5% increase in Council Tax which would result in a rise of around £3 to £4 per year for some Council tax payers.
