KPC Minutes October 2006

Minutes of the ordinary meeting held on Tuesday October 3rd 2006 in the Village Hall.

1. Apologies

2. Declarations of Interest
MADRA - Karen Herbert-Okey and Norman Dodd.

3. Minutes:
The minutes of the last meeting held in September were reviewed. Karen Herbert-Okey proposed that these minutes constituted a true record and that they be accepted. This was seconded by Peter Kaye and was carried unanimously. The Chairman initialled and signed these minutes.

4. Matters Arising

(a) Notice board
This was carried over to the November meeting.

(b) Hedge Cutting
The Parish Clerk stated that he had received two quotes, Peter Kaye proposed Mathew Lambert be selected to carry out this work. This was seconded by Norman Dodd and carried unanimously. Mathew will be informed and work should start within the next few weeks.

(c) Vandalism
The Parish Clerk explained that there been several acts of mindless vandalism in the village. The police are aware and the Clerk was liaising with the Community Policing Team on this matter

(d) Co-option
The Parish Clerk stated that Sally Dodd had put herself up for co-option onto the Parish Council. It was proposed by David Spencer and seconded by Brenda Lancaster that Sally be invited to sit on the Parish Council. This was carried unanimously, and the Chairman welcomed Sally to the team.

(e) Millennium Garden
The Parish Clerk read out a letter to the council that had been sent in by a local resident. The council discussed this at length. The Chairman asked the council to go away and think about what policy this Council should adopt regarding the maintenance and upkeep of this area. This was carried over the next meeting to elicit input from all sources before making a policy decision at the next meeting. The Clerk was asked to write a reply to the letter.

(f) Village Plan
This was discussed but again it was the thought that the village as a whole should me more involved. This was therefore moved to a public meeting will be held on 10th October in the village hall. The outline agenda for this meeting would be: The Village Plan, Web Site, Bus Shelter, Millennium Garden, Village Club, though this was flexible to allow villagers a chance to air their views. The Clerk would do a mail shot to the whole village to try to try and get as many people as possible to participate.

(g) Web Site
It was proposed by Norman Dodd that the village web site now go independent. The site would be revamped, brought up to date and most of all would be easier to maintain. The set up and maintenance would be free (undertaken by Norman); the host cost would be between £50 and £60 per annum. This was seconded by Peter Kaye and carried. Norman will give a presentation of the new site before going live.

(h) Speed Limit
David Spencer asked that in view of us asking NNDC to extend the speed limit down Hall Lane to the village boundary, consideration be given to applying for the same at the Grove Corner end of the village, plus investigate the possibility of getting the speed limit reduced. The Clerk stated he would contact NNDC on this matter.

5. Finance Statement
The Parish Clerk outlined the current financial situation. There is £3,139.07 in the current account, and £1,739.21 in the deposit account. He drew attention to the Parish Council that the latest precept had been paid into the bank account. The Clerk still has some bills to pay, but will look at transferring some money into the deposit account as soon as practicable.

The Clerks remuneration was agreed.

8. Reports
County Council Report (submitted by Councillor Wyndham Northam)

a) The Planning and Transportation Department are holding three Parish Clerk forums in October. They are workshops covering day-to-day issues about how Parish Clerks can make contact with the department on routine P & T issues and to give the Clerks a better idea of key responsibilities of the department.

b) 20mph speed limits. This issue was recently discussed at Full Council due to the many requests from villages for a 20mph limit. Such schemes are prioritised on the prescribed basis; schemes which qualify are introduced as and when our limited resources are available. Whist not objecting to such limits the Police Authority feels unable to support such schemes due to the inability to enforce the speed limits.

c) Post Office Closures. Due to Central Government's decision to withdraw further services which are provided by Post Offices and which in many rural post offices are a necessary source of income to keep them in business, the County Council is writing to the Deputy Prime Minister, the Secretary of State for Communities and Local Government and the Trade and Industries Committee expressing serious concerns about the decision.

d) Norfolk Fire and Rescue Service. (This service is part of my Cabinet Portfolio) Emergency Response Standards. Following the recent public consultations to which all Parish Councils were requested to be involved the result of the consultation was an Option 1. This matter was discussed at the recent Fire and Community Protection Review Panel meeting recommended acceptance of Option 1* to Cabinet. The Cabinet will consider the matter on 9th October.

*Option 1. For fires where a life may be at risk a frontline fire appliance will arrive within 10 minutes of the first emergency call being received by the fire service, if necessary a second appliance will arrive in 15 minutes. For other emergencies where a life may be at risk such as a road accident an appliance will arrive within 13 minutes of the first emergency call being received.
