KPC Minutes Sept 2006
Minutes of the ordinary meeting held on Tuesday 5 Sept 2006 in the Village Hall.

1. Apologies

2. Declarations of Interest
MADRA - Karen Herbert-Okey and Norman Dodd.
3. Minutes:
The minutes of the last meeting held in July were reviewed. Peter Kaye proposed that these minutes constituted a true record and that they be accepted. This was seconded by Brenda Lancaster and was carried unanimously. The Chairman initialled and signed these minutes.
4. Matters Arising
(a) Notice board
This was carried over to the October meeting.

(b) Bus shelter
The Parish Clerk stated that he had been in touch with NNDC and was awaiting the paperwork. There will be a site visit by them and funding will be discussed after initially agreement and site confirmation.

(c) Speed Limit - Hall Lane
The Clerk explained that he had approached NCC Highways who had readily agreed to accept our proposal to extend the speed limit further down Hall Lane to include all of the properties within the Knapton Parish boundary. NCC did however warn the Clerk that because this speed limit is enshrined in law, it will take up to 2 years for the process to be completed.
(d) Hedges
The Parish Council discussed various options for the cutting of the hedges around the Millennium field and also the bund around the Village Hall Car Park. The Clerk stated he had consulted with NNDC and they would be tasking their contractor to call the Clerk with a quote for cutting the hedges. Regarding the cutting of the grass around the bund, there was a solution that came form the floor and also an offer from David Spencer which the Clerk will pursue.
5. Finance Statement
The Parish Clerk outlined the current financial situation. There is £1,183.55 in the current account, and £1,736.55 in the deposit account. The Clerk still has some bills to pay, but will look at transferring some money into the deposit account as soon as practicable.
The Clerks remuneration was agreed.

6. Planning
Nil.
7. Correspondence
A letter had been received offering some places on a Fly-tipping seminar. Peter Kaye and Brenda offered to attend. Peter Kaye will contact and book.
8. Village Matters
Mens Club:
Norman Dodd had tabled some questions regarding this Club. The Clerk had done some investigation and it had revealed this was now effectively run by Andrew Lubbock. It had a membership, and a sum of money in the bank, though this was earmarked to carry out some overdue refurbishment work. The land is owned by Mr Cargill, and the building was owned by the membership. When the Clerk was speaking with Andrew he revealed that there were some league matches coming up on a Thursday night for the next few weeks. Norman Dodd will possibly visit one on these events to see the building for himself.
Village Plan
The Clerk stated that what was now needed was the agreement from other village organizations such as Knapton Ladies, and other village organizations to form a working group. The Clerk stated that he was due to talk with Knapton Ladies on the 12 of this month.

MADRA
Once again it appears MADRA is experiencing problems. It could be that the present Chairman will resign. Questions were asked that IF this were to happen, would the Parish Council take the land and playground back under its control. The Clerk stated that to the best of his knowledge the current insurance policy did not cover the playground or its apparatus. The Clerk stated he will check and also get a quote to establish just how much it would cost to insure these items.

10. Date of next meeting and agenda items
Next meeting to be held on Tues 3 Oct 2006, at 1930 in the Village Hall. The proposed village meeting regarding the Village Plan is planned for the 10 Oct again in the Village Hall.
