KPC Minutes June 2006
Minutes of the ordinary meeting held on Tuesday 6 June 2006 in the
Village Hall.

1. Apologies
None.
2. Declarations of Interest
MADRA - Karen Herbert-Okey, and Norman Dodd.
3. Minutes:
The Parish Clerk reviewed the minutes. Karen Herbert-Okey proposed that
the minutes of the AGM of Knapton Parish Council held on 2 May 2006,
constituted a true and correct record. Norman Dodd seconded and it was
unanimously agreed. The Chairman initialled and signed these minutes.
Peter Kaye proposed that the minute of the Parish Meeting also held on the
2 May 2006 constituted a true record, David Spencer seconded and it was
unanimously agreed.
4. Matters Arising
(a) Notice board
This was carried over to the June meeting.
Action: The Chairman
(b) Millennium Garden cleanup
It was agreed by all that the work recently undertaken had certainly
improved the look of this neglected part of the village. It was agreed to
make this a regular event. Grateful thanks to Mrs Holtam who had kindly
donated some liquid refreshment which was enjoyed by all.
(c) Bus shelter
There was a discussion regarding the positioning of a new bus shelter
in the village. The Parish Clerk was asked to investigate some options
and report back.

(d) Village Plan
The Parish Clerk stated that all the evidence had been examined,
presentations given and asked
The Parish Council now needed to make a decision in order that some
funding is sought. It was proposed by Peter Kaye and seconded by Brenda
Lancaster that this be implemented. The Parish Clerk stated he would try
to get things underway soonest. Councillor Graham Jones endorsed the
idea of having this plan and highlighted some of the benefits Trunch had
found in going this route.

5. Finance
(a) Statement
The Parish Clerk outlined the current financial situation. There is
£1,778.52 in the current account, and £1,724.90 in the deposit account.
The Clerk still has some bills to pay, but will look at transferring some
money into the deposit account as soon as practicable.
The Clerk stated that he had received a bill for £128.31 for the
emptying of the dog bin. It was proposed by Peter Kaye ands seconded by
Norman Dodd and agreed that this bill be paid.
The Clerks remuneration was agreed.

6. Planning
Nil.
7. Correspondence
Dealt with throughout meeting under individual headings, and items
later circulated for information.
8. Village Matters
The Chariman opend the meeting to the floor.
(a) MADRA
Mr Tom Lambert asked the Parish Council if it was right to subject
elderly villagers to the sort of musical noise that emanated from the
recent Motorcycle Weekend at MADRA. After discussion and investigation it
appears that the Police were called by a member of the public, but no
action was taken due to the fact everything was in accordance with the
license that had been granted.
The Parish Council will take this matter up with MADRA shortly, and try
to prevent this happening in the future. It is understood that this
event has taken place before, though not in Knapton last year, and is in
aid of the Air Ambulance.
