North Norfolk Empty Homes Strategy
Council services like Housing, Planning and Environmental Health can have a big impact in bringing empty homes back into use if they work together within a corporate strategy: our Empty Homes Strategy will put the Council in a strong position to approach other organisations like housing associations and developers who want to work in partnership to tackle solutions.
Our Empty Homes Strategy aims to:
- Make it easier for property owners to bring empty homes back into use
- Set clear targets for reducing the number of empty homes
- Improve housing standards
- Bring rental income to owners and development partners
- Create homes for people in housing need
- Create greater choice for prospective tenants
- Reduce the need to build new homes
- Improve the environment
- Reduce vandalism
- Raise the profile of empty homes and reducing the acceptability of properties being left empty
- Gain the commitment and co-operation necessary to succeed in tackling the problem – both from within the Council and externally

The Housing Act 2004 strengthened the powers available to local authorities to bring empty properties back into use. An Enforcement Policy has been produced to enable the Council to take action to bring empty homes back into use where the owner is not willing to do this voluntarily.
This is the North Norfolk Enforcement Policy for Empty Homes, effective from 1 April 2009.
