MEETING OF THE PUBLICITY AND ENTERTAINMENT COMMITTEE HELD ON TUESDAY 27TH MARCH, 2007 AT NORTH LODGE Present:- Cllr. K. Johnson, Cllr. J. Morgan, Cllr. Y. Nolan, Cllr. M. Northway and Cllr. V. Woodcock. Ex-Officio Members Mr. T. Shipp and Mrs O. Wass. Julie Chance - Town Clerk. No members of the public attended. 1. MINUTES OF THE MEETING HELD ON 9TH JANUARY, 2007:- The Minutes of the meeting held on 9th January 2007, having been approved by Full Council on 22nd January 2007, were signed by the Chairman. 2. DECLARATIONS OF INTEREST:- Declarations of Interest were received from Cllr. J. Morgan in respect of his work for publicity matters for the Town Council and from Tony Shipp in respect of Item 11.2 to consider advertising in the 2007 Cromer Carnival Programme. 3. APOLOGIES FOR ABSENCE:- Apologies for absence were received from Mayor Cllr. T. Nash, Deputy Mayor Cllr. H. Thompson, Cllr. Jim Page, Mr. Jim Bond and Mr. Richard Leeds. 4. ITEMS OF URGENT BUSINESS:- None were received. 5. MARRIAGES:- List attached. 6. ANNUAL REPORT AND ANNUAL TOWN MEETING:- 6.1 Annual Report:- The Clerk reported that this had now been produced and had been circulated in the Cromer Times issue due out on 31st March. 6.2 Annual Town Meeting:- The Clerk reported that although there had been tables requested for the displays during the day, the numbers were down from last year. One of the displays will be Vision for Cromer whereby the public will be invited to tell us their vision for Cromer. The Town Council are also holding a competition for the youth in three age groups and prizes will be presented at the Annual Town Meeting by the Chairman of the Junior Town Council, Joe Phillips. Peter Stibbons and Tracey Khalil have been asked to speak. To date we have not had confirmation from Tracey Khalil and it was AGREED that the Clerk would write to say if she was unable to attend could she please let us know, as we would like to invite the New President of the Chamber of Trade in her place. The problem with advertising the event was discussed and Jason Bell has been requested to stand outside the Parish Hall in his capacity as Town Crier. It was AGREED that a display board would be purchased to stand outside at a cost of £79 plus VAT with extra for the posters. The Clerk will liaise with Peter Stibbons concerning the posters. 6.3 Cromer Honours:- It was AGREED to present the following people with Honours:- Mrs Denise Bussey, Mr Herbert Hall, Jane Sapwell, Jackie Allen, Ann North-Grave, Mrs Diane Burdett, Patrick West and Ruby Wright for the Youth Award nominated by Cromer High School. The Clerk will write to them accordingly. 7. DAY OUT IN NORTH NORFOLK:- Tony Shipp reported that this event was a great success and the venue was excellent. It was professionally set out and there were many visitors. The new backdrop was used and had many favourable comments. There was good support. It was AGREED that the Clerk would write to District Councillor Hilary Nelson stating how impressive the venue was and thanking NNDC and encouraging them to continue this very popular event in future years. It was reported that comments had been made by coach drivers that they no longer came to Cromer as it was too expensive to park. It was AGREED that everything should be done to inform them that the parking fees had been reduced and encourage them to visit Cromer. 8. TWINNING ASSOCIATION:- 8.1 It was reported that the AGM of the Twinning Association will be held on Wednesday 28th March at The Cottage at 7.00 pm. 9. BLOOM COMMITTEE:- 9.1 Bloom Committee:- Cllr. Y. Nolan reported that the High School are producing a leaflet which is being sponsored by a company in Cromer for £150. The judges like to see schools involved in the community. The project for Links Avenue/Station Road has been delayed due to the fact that the company who have offered to clear the site are doing it free of charge and are trying to fit it in between other jobs. It was AGREED that the remainder of the budget for the year ending 31st March 2006 would be carried forward to next year's budget as the bulk of the money was to be spent on planting for this project. This site is where the new Suffield Park sign will be erected once it is clear. It is proposed to plant palm trees along the promenade and the competition arrangements are in hand. It was mentioned that Holt Road looked a picture and that the Old Cemetery now had many more spring flowers since it had been managed. The lectern will be erected soon to give the public some details of the flowers that are growing in the Old Cemetery. The Clerk reported that she had not heard from NCC concerning her request for quotes for signs to be added to the Town Signs, stating that Cromer was an Anglia in Bloom winner and she will chase accordingly. It was AGREED that the Clerk will make enquiries into whether the Town Council could erect these signs independently of NCC. 10. CHURCHYARD:- 10.1 Flagpole:- The Clerk reported that the grant request from the Community Fund of the Poppyland Partnership had been declined. It was intimated that a different design would be considered and the Clerk will submit a fresh application. 11. CORRESPONDENCE AND CIRCULARS:- 11.1 Website for Walkers in Norfolk:- It was AGREED to add www.walkinginnorfolk.co.uk as a link on Cromer Town Council's website. 11.2 Advertising in the Cromer Carnival 2007 Programme:- It was AGREED to have a full page colour advert again this year at a cost of £225.00. It was also AGREED that the Clerk would enquire whether it would be possible to have the back page or back or front inside pages. It is hoped that the refurbishment of the Chamber will be completed shortly and it was AGREED to have some professional photographs taken in order to use in future advertising. The Clerk will speak to Sarah Debbage, who is dealing with the advertising for the Cromer Carnival Programme, to enquire whether the picture for the advert can be sent at a later date in order to use the new photographs. 12. ANY OTHER BUSINESS:- 12.1 Police Cross Country Championships:- Cllr. Woodcock reported that this was a great success with 43 forces taking part. 180 female runners and 207 male. Cllr. Woodcock read a letter received from Inspector Clarke thanking the Town Council for the packs and the grant of £250. This item will be placed on the main Town Council agenda. 12.2 Future Advertising and Leaflets:- Cllr. Morgan made a plea for sufficient money to be allowed in future budgets in order to keep the leaflets up to date. This item should be placed on the September agenda of the Publicity Committee to discuss in detail the plans for advertising for the coming year. It was AGREED that Tourism and Publicity will be placed on the next agenda for discussion. 12.3 Gifts for Visitors:- Cllr. Woodcock felt that Cromer Town Council should have a dozen gifts in hand for any important visitors. A suggestion would be something similar to the Naval mugs. 12.4 Olive Wass reported that several teenagers were playing football on the Bowling Green over the weekend and damaging the surface. It was AGREED that the Clerk would write to NNDC and enquire whether a sign could be erected stating that it is a bowling green and no ball games were allowed. 13. DATE OF NEXT MEETING:- This was noted as 12th June, 2007.
