There are 122 parishes in North Norfolk.

Parish Councils exist to protect and promote the interests of their communities and to provide local services. Parish Council powers cover allotments; arts and entertainments; baths and wash houses; burial grounds; bus shelters; byelaws; cemeteries and crematoria; charities; clocks; closed churchyards; commons; conference facilities; community centres and village halls; footpaths and bridleways; lighting; litter; parking places; parks open spaces; playing fields and recreation grounds; ponds; planning; postal and telecommunication facilities; public lavatories; roadside verges; seats; swimming pools; tourism; war memorials.

The North Norfolk (Parishes) Order 2008 - SI 2008/180

In spring 2006 this Council completed a review of all the civil parishes in its area and submitted recommendations to the government for the following changes to be made:

  • The creation of a new parish for Walcott (which is currently located in the parish of Happisburgh);
  • The realignment of the boundary which separates the parishes of Beeston Regis and Runton to enable the transfer to Runton (West ward) of the properties along Cromer Road, West Runton which are currently located in Beeston Regis; and
  • The realignment of the boundary which separates the parishes of Gresham and Matlaske to enable the transfer to Matlaske of the properties in North Barningham which are currently located in Gresham.

We can now confirm, somewhat later than I would have hoped due to the delayed notification to the Council of the making of the necessary Order, that the Secretary of State for the Department of Communities and Local Government has published an Order giving effect to all of these proposals without modification with effect from 1 April 2008.

Therefore, in the near future the Register of Electors for all the parishes subject to change will be revised. There are no other immediate parish council electoral consequences in connection with the changes relating to the parishes of Beeston Regis, Runton, Gresham and Matlaske, and the first scheduled opportunity for the electors subject to these changes to vote for the Council of their new parish will be at the next parish council elections in 2011.

However, the change relating to Beeston Regis and Runton will also necessitate the transfer of the effected properties from (i) the District Council ward of Chaucer to the Runtons ward, and (ii) the County Council electoral division of Sheringham to the Holt electoral division. These changes will be effected by an Order to be made by the Electoral Commission in due course.

As far as the new parish of Walcott is concerned, the District Council has made an Order to create a Council for this parish, and also an electoral arrangements Order to enable an election to be held on 1 May 2008 for nine Councillors who will serve office from 5th May until the next ordinary parish council elections in 2011. This Order also provides for the continuation of the current Happisburgh Parish Council until 2011 when the size of the Council will reduce to reflect the loss of the Walcott electorate.
