Statement of Accounts

All councils have a statutory requirement to publish an annual Statement of Accounts in the format prescribed by statute by June 30th each year. The Statement of Accounts summarises the Council’s transactions for the given financial year and its position at the year end. The accounts are prepared in accordance with the Code of Practice on Local Authority Accounting in the United Kingdom.

When the accounts are finalised and have been approved by the council, they are advertised to enable the public to examine them. During this period of inspection, people may look at the accounts and ask questions about them, or challenge them.

The maintenance and integrity of the North Norfolk District Council website is the responsbility of the Council; the work carried out by the auditors does not involve consideration of these matters and, accordingly, the auditors accept no responsibility for any changes that may have occurred to the financial statements since they were initially presented on the website.
Legislation in the United Kingdom governing the preparation and dissemination of financial statements may differ from legislation in other jurisdictions.

The Statement of Accounts includes the following:

The Core Financial Statements
- Income & Expenditure Account
This shows a summary of the resources generated and used by the council in the year.

- Statement of the Movement on the General Fund Balance (SMGFB)
This shows how the balance of resources generated or used in the year links with the statutory requirements for raising Council Tax.

- Statement of Total Recognised Gains and Losses (STRGL)
This shows how the movement in the net worth of the Balance Sheet is identified in the Income & Expenditure Account Surplus/Deficit and in other unrealised gains and losses.

- Balance Sheet
This sets out the financial position at the year end. Shows its balances, resources and long term indebtedness, the fixed and net current assets employed in its operations, together with summarised information on the fixed assets held.

- Cash Flow Statement
This summarises all inflows and outflows of cash from transactions with third parties for revenue and capital purposes.


Supplementary Financial Statements
- The Collection Fund
This shows the collection and disbursement of Council Tax and Non Domestic Rates
