The Parish Council
Colby and Banningham Parish Council, as the name suggests, brings 2 villages into one civil parish.
The Parish Council has 7 members, and meets on the 2nd Tuesday in each month (except for August and December) in the Jubilee Hall (locally called the "village hall"), Banningham. Proceedings start at 8p.m. with 10 minutes public speaking time - this is an opportunity for members of the public to speak about items on the agenda, or flag up issues for future agenda. Parish Councillors are available to speak with residents from 7.30p.m. and refreshments are served from 7.45p.m. District and County Councillors and members of our Safer Neighbourhood Police Team are invited to all the meetings, and join the Parish Councillors and the public at the pre-meeting "surgery."
The other meeting held during the year is the Annual Parish Meeting on the 2nd Tuesday in March - legally a "meeting of electors" - the opportunity for residents to hear a review of the past year, reports from Council representatives on outside bodies, and from Colby School; to ask questions, and to put forward ideas/raise issues for the Parish Council to discuss in the future. Most years we arrange a speaker on either a topical issue, or something of general interest. This meeting starts at 7.30p.m. - which means that refreshments are served from 7p.m. Draft Minutes from the 2008 meeting are available on the Agenda and Minutes page.
Agenda for the Annual Parish Meeting and all Parish Council meetings are published on the Parish Council notice board on Long Lane, in the Post Office within The Crown pub, on the notice board outside Colby School, and on the Agenda and Minutes page of this website.
The Parish Council publishes Newsletters during the year, plus an Annual Report. Copies are delivered to all households. The latest publications are on the Newsletters and Reports page.
The Parish Council supported the production of a Parish Plan and had 2 representatives on the Steering Group. Copies were delivered to all households in the summer of 2007. Go to the Latest News page and follow the links to read our parish plan - divided into sections for ease of downloading!
The Parish Council is responsible for the playing field on Bridge Road, Colby, the allotments on Colby Road and the garden plot behind the allotments, Banningham Village Green (leased from North Norfolk District Council, shortly to be transferred to the Parish Council ), the Village Hall, theVillage Signs, and contributes towards the maintenance of Banningham and Colby Churchyards as burial grounds.
Colby & Banningham Parish Council was awarded Quality Parish Council status on 24 June 2008 - the benchmark for a council that is connected to its community, and has demonstrated its ability to take on extra responsibilities and an enhanced role - something that could be very important in the current local government climate of possible re-organisation. We await the Boundary Committee's pronouncement in early/mid-July.

Code of Conduct
All Parish Councillors have to sign a declaration to state that they will abide by the Code of Conduct as adopted by the Parish Council in March 2002, as Revised in May 2007. Additionally they have to complete Declarations of Interests forms, which are placed on the Register of Interests held by North Norfolk District Council, and the Parish Council.
A copy of the Code and the Members' Register of Interests may be inspected at all meetings of the Parish Council, or by prior appointment with the Clerk, at Blacksmith's Cottage, Colby Road, Banningham, Norwich NR11 7DY (tel: 01263 732530, e-mail: colbypc@paston.co.uk).
Complaints Procedure
As in the commercial world, the Council aims to achieve a high level of service to residents. But there will be occasions when things go wrong, and the Complaints Procedure adopted at the meeting on 11 September 2007 sets out how complaints will be dealt with and steps taken to put things right.
