Most simple or uncontroversial planning applications are decided by the Head of Planning who has responsibility for the Planning and Building Control Service and who has powers delegated to him by the Council. However, when the applications are particularly sensitive or controversial, they are discussed and decided upon by the Development Control Committees. These Committees also decide upon enforcement matters (such as when a development goes ahead without the necessary permission, and action needs to be taken to resolve the problem).
